The display settings in SteamOS always have just included arrows to expand to the corners of the 16:9 display. There has never been specific settings. If you are referencing the BPM mode of the Steam client in general, you will need to submit this to the bugs page of the Steam for Linux Client page. If you are still talking about SteamOS, I cannot weigh in on that, since I only own a 1080p display.
SteamOS should support 4K monitors. Can you show the errors you are receiving on your set up for this issue.

I'm typing this on a 4K 70" screen. When I switch inputs, it tells me the resolution of the connected HDMI device. The SteamOS BPM from my Alienware Alpha i7 is being displayed at 1080p when the arrows are adjusted to the 16:9 corners.
If I switch to desktop mode, I can adjust the resolution to higher (2160p) levels and get the corresponding info from my TV dialogs.
There probably should be some option in the display settings to use 4k resolutions instead of 1080p when at 16:9 aspect ratio. That said, the Steam BPM still looks great at 1080p @ 70".
Well, then this is this newly created Reddit post which provides some details on how his games are behaving. Does the compositor not handle > 1080p ? I unfortunately only have a 1080p display. Apparently Phoronix did 4K game tests. However, I want to say he ran his testing software via desktop mode. According the screenshots on the preceding article, that seems to be the case.
