What would this solve? You hit the Steam button > Manage > Controller Configuration while in-game. That's it.
it solves hitting "Steam button > Manage > Controller Configuration" the controller mapping can get complex this would give you a quick reference HUD of your current mappings.
What button press would even do this? You can use anything but the Steam button, otherwise, you will trigger something in the game. If you hit the Steam button, and then click the mapping picture as you describe, that is just saying one button press over Steam > manage game > controller configuration. An overlay in the corner that dies not obstruct other overlay buttons would be too small for a lot of folks. Manage game is the first button highlighted when you press the Steam button. I hit that and tap A twice. That's it.
If somehow you mean in-game, that is up to the dev.
my suggestion is, give people the a toggle-able option in the steam overlay menu that shows show a semi transparent controller while in game(similar to the in game keyboard) that displays the button layouts as a quick reference that can be disabled when not needed and you feel comfortable with the control scheme.
I understand @ProfessorKaos64 you might not be interested in this but I believe it would be a good feature to help people get used to the unique controller and community shared button configs.

Have you checked out the client beta recently? The overlay in-game now has an option that shows you button presses as they correspond to the controller action assigned while you are gaming. For instance, when you press A, the screen pops up an overlay box that reads "A - Jump".
I want overlay with button mappings too. My story: I played Blade&Soul for ~1 year with mouse and keyboard. However, it felt uncomfortable and I decided to try Steam Controller. I created my own layout but now have problem remembering what button does what. And that's especially hard when you played game with mouse and keyboard for so long. Such overlay would help to adopt to steam controller faster.
Hey, it would be great to have semi transparent over lay of the steam controller in a corner of the screen that gives a quick reference of the button mapping... This would help act as a quick reference for when you download a config and you keep having to go back and forth through menu's to figure what key is what.
