Voice chat now completely broken

  Please describe your issue in as much detail as possible:

Previously, voice calls on SteamOS were broken to the extent that I had to launch the game first, and then call my friend (who happens to be using the Windows Beta Steam client). He could not answer the call in Big Picture Mode, but had to answer it on the desktop and then launch Big Picture (for Steam Controller support) and then the game. Due to issue #199, if we quit the game then try to start another one, we first have to end the original call and start the process over again (he quits to desktop, I launch game and call him, etc.). But today, voice calls didn't work under any circumstance with him.

Steps for reproducing this issue:

1. Have party A running SteamOS stable with latest beta Steam client. Have party B running Windows with latest Steam beta client.
2. Party A should attempt to call party B before launching game. Party B should attempt to pick up both in desktop mode and in BPM. Based on my experience, party A will likely see the call go through, but no sound goes through either way.
3. Party A should attempt to call party B after launching game. Party B should attempt to pick up both in desktop mode and in BPM. Based on my experience, party A will likely never see the call go through, but party B will have actually picked up and likely heard nothing.

I know that voice chat has been broken on SteamOS for a long time now, and I worry that this latest issue will not be fixed in a timely manner, which really interrupts the flow of all the coop games I'm playing with my friends...

So in the meantime, please consider enabling microphone (and webcam) access for the SteamOS / BPM web browser. This would allow users wishing to play games on SteamOS with friends over the Internet to use webapps like Jitsi Meet or Wire to communicate while waiting for SteamOS voice chat to get fixed.
