Hardware: Zotac sn970 steam machine with up to date BIOS
Opted into Steam client beta?: Yes

Trying to install GTA IV and GTA IV EFLC on my zotac sn970 steam machine using proton was impossible due to securom error 8016. All errors regarding this referred to a skylake issue that should be fixed by installing the latest BIOS. Which I already did. So I checked one more thing: intel-microcode.
I installed intel-microcode (from debian), and voila, the securom error vanished.
Brewmaster does not have any microcode updating software.
Steps for reproducing this issue:
Buy zotac sn970 or any skylake CPU based system without appropriate BIOS updates.
Try to install securom "protected" software.
So please include intel-microcode and amd-microcode with steamos. If you can deliver NVidia drivers, then I'm sure, intel-microcode could not be a problem.
