Sleep causes first core to drop it's frequencies by half #957

Please describe your issue in as much detail as possible:

This happens only in Euro Truck Simulator 2 (native version). When you put SD into sleep while in game, after waking up you can see that first core (CPU0 and CPU1) drops it's frequencies by half (screenshots included). This behavior persist even after exiting the game (it affects other games) and the only way to fix this without reboot is to launch ETS2 again. Before sleep: 20230106203311_1 After sleep: 20230106203325_1

Steps for reproducing this issue:

  1. Launch ETS2
  2. Go to sleep and wake up
  3. Check CPU frequencies

This happens with proton as well. Proton Experimental, DirectX 11 (64 bit)

I found that this is caused by enabling manual GPU clocks feature. If you are having this, reenabling it will fix the issue.
