[BUG] Desktop Overlay Keyboard Predictive Text Missing #280

Describe the bug Since roughly Beta 1.9.7 or 1.9.8, the Desktop Overlay Keyboard has been completely broken. This seems to coincide with the new layout. The suggested text (eg type "H" and it offers "Hello" "Hi" "Hand" "Heck" at the top) is completely missing, and typing into desktop windows is totally messed up. When you type "Hello" and press "Enter", it types "HHeHelHellHelloHello".

To Reproduce Steps to reproduce the behavior:

  1. Open SteamVR
  2. Open the Desktop Overlay
  3. Select any text input (Text editor, Chat client, etc)
  4. Open the SteamVR keyboard
  5. Attempt to type more than one character

Expected behavior I expect the keyboard to work like a proper keyboard (Typing the keys 'H' 'e' 'l' 'l' 'o' produces the text "Hello")

1.9.12 seems to fix this.

The predictive text section is still missing (keyboard is all the way up with an empty space at the bottom as shown on the previous screenshot). Is this expected?

I would like to note that in many recent versions, all the way up to Beta 1.12.4, the keyboard is somewhat unreliable and doesn't always start when the dashboard does.

When it starts, it works. When it doesn't start, you have to restart SteamVR to make it work.
