Windows Mixed Reality: WMR controller constantly scrolling up in SteamVR Overlay menus. #159

When the user attempts to view a menu within SteamVR Overlay, scrolling down the menu (using the trackpad or joystick or trigger button) then let go will cause the WMR controller to constantly scrolling up even though there is no user input. The issue only occurs when the controller's pointer is pointing directly at the affected menus (see attachment). The issue occurs on the following SteamVR Overlay menus:

WMR - Scroll up

Repro Steps:

  1. Launch Windows Mixed Reality for SteamVR.
  2. Press the Joystick button to bring up SteamVR Overlay.
  3. Select any of the affected menus.
  4. Scroll down on the menu. Observe that while the controller's pointer is pointing directly at the overlay, it constantly scrolls up little by little eventhough there is no user input.

Repro Rate: 5/5

Expected Result: Scrolling down on a SteamVR Overlay menu then let go will retain the position where it last stopped. Actual Result: Scrolling down on a SteamVR Overlay menu then let go will cause the controller to scroll up by itself even though there is no user input.

Observed Configs: Observed on CPU: AMD Ryzen 5 1600X, Intel i5-7600K Observed on GPU: Nvidia GTX 1080 Ti, RTX 2070 Observed on HMD: Dell Visor WMR

The issue is still occurring as of: SteamVR Beta Build 1.5.4 Windows Mixed Reality for SteamVR Build ID: 3795680

Issue is still occurring as of SteamVR Version 1.7.15 and Windows Mixed Reality for SteamVR Version 1.0.596.
