SteamVR Home When using a gamepad and a HTC Vive or WMR HMD in SteamVR Home, user is unable to interact with panels.

Repro Steps:

Launch title with a gamepad on a HTC Vive or WMR HMD.
Once the environment loads, Look at any of the panels and attempt to use the gamepad to interact with it.(d-pad, A button). Observe that the gamepad cannot interact with the panels.

Encountered Result: Gamepad panel interaction does not function if user is using a HTC Vive or WMR HMD. Expected Result: Using a gamepad to interact with the home panels functions correctly on all platforms.

Repro Rate: 5/5

Config Details: Steam System Report

Issue is not CPU or GPU bound.
Tested on AMD Threadripper 1950X, Intel Core i7-8700k, Intel Core i7-4790K.
Tested on Radeon RX 480 MSI, Nvidia GeForce GTX 980, AMD Radeon R9 380.
Occurs on HTC Vive and WMR headsets.
Xbox One Controller(USB tether)

Issue no longer occurs on Oculus Rift. However, issue has been confirmed to still affect HTC Vive Devices as of SteamVR Beta Version 1.3.16.

The issue is still occurring on HTC Vive and Vive Pro as of SteamVR Beta Build 1.5.6.
