SteamVR: In the Steam Client Settings, in the Controller submenu, if the user hits the "General Controller Settings" button several times, multiple tabs will be launched on the SteamVR Dashboard

If the user hits the "General Controller Settings" button in the Steam Client Settings>Controller section several times, multiple tabs will be launched on the SteamVR overlay. In the SteamVR overlay, after the issue is occurred, the user has to hit to back button as many times as already hit the "General Controller Settings" button in the Steam Client Settings to leave the Controller Settings menu.

Repro Steps:

1. Launch Steam Client.
2. Launch SteamVR and open SteamVR Overlay.
3. Open Steam Clients Settings menu and go to Controller option.
4. Hit the "General Controller Settings" button several times.
5. Attempt to hit the 'Back' button on the SteamVR Overlay to leave Controller Settings menu. Observe that the user needs to hit the Back button as many times as already hit "General Controller Settings" button in the Steam Client Settings menu.

Repro Rate: 5/5

Expected Result: Only one tab launches and the user is able to leave Controller Settings menu by hitting the Back button only one time. Actual Result: Multiple tabs are launched and the user has to hit to back button as many times as already hit the "General Controller Settings" button in the Steam Client Settings to leave the Controller Settings menu.
