Russian Characters showing up incorrectly in Steam Chat when using SteamVR keyboard #183

A user is reporting issues with text entry when using the SteamVR keyboard for text entry to the Steam Dashboard (specifically the Steam Chat interface). Ticket link below:

Steps for repro:

  1. Open Steam and set language to Russian
  2. After Steam restarts with this change, launch SteamVR
  3. Open the Steam dashboard and go to Chat
  4. Type in a message

Expected result: Text entry matches that of other input methods

Actual Result: Text appears as a mix of Japanese characters and 'tofu' empty block symbol.

Issue still occurs as written as of SteamVR Version 1.7.15
