Shortcuts in the 'SteamVR' Start Menu do not have icons associated with them #184

The .png files found alongside the steam:// shortcuts in the 'SteamVR' start menu folder are not being used, and the vast majority of shortcuts do not show an image for the associated game.

Steps to reproduce:

  1. Install a SteamVR game with the option to create a Start Menu shortcut enabled
  2. Open the Start menu and go to the SteamVR folder

Expected result - Shows icon associated with the game.

Actual result - shows generic blank page icon.

Note: Two games on one of our system did show the proper icon - Big Picture Beta and Eleven: Table Tennis. All others showed a generic icon with a black background, or in 4 cases, a blue background instead.

Issue still occurs as written as of SteamVR Version 1.7.15 and Steam Client Version 1566431379.
