I've only verified this in one application which is iRacing but found it happening in a 360 video to confirm it's more than one platform.
Repro:
Have a working HTC Vive Pro 2 HMD and 2.0 lighthouses
Install iRacing, launch race in OpenVR and let it auto configure
Enable SPS setting in graphics
Expected Result of bug/repro:
Left eye is vertically higher than right eye.
Expected resolution:
Right eye and left eye have the same vertical alignment.
Workaround:
Open iRacing folder in documents and change the virtual reality ini file setting from 0 to 1: FixGetProjectionRawBug=1
I couldn't find a workaround for 360 videos.
Sorry, I'm not a developer but I didn't see this bug existing in the open issues currently.
