Issue - Vive Pro camera rate setting will remain at the default value after restart

Steam Client / SteamVR Version: Occurs in public build (1533664367), and beta build (1535064813)

VR Equipment: Vive Pro

Repro Steps:

  1. Launch SteamVR
  2. Navigate to 'Settings' > 'Camera'
  3. Ensure that Enable Camera is selected
  4. Set the camera rate to 60Hz and restart SteamVR
  5. Notice the Camera rate remains at default

Expected: Camera rate should be set to the desired value after restarting SteamVR

Encountered: Camera rate remains at default after restarting SteamVR

Notes: After adjusting the camera rate and restarting, initiating the camera test will cause the test window to flash white.

The issue still occurs as of SteamVR Beta Build 1.3.16.

Tested Hardware: CPU: AMD Ryzen 5 1600X GPU: Nvidia GTX 1080 Ti (Driver: 419.35) HMD: HTC Vive Pro (Firmware: 1526689969)

The issue is still occurring as of SteamVR Beta Build 1.5.4

Tested with the Index headset on the latest beta 1.6.2, issue still occurs
