Here are the Results of our investigation. due to this issue being a compound issue, a second issue will be included below:
SteamVR Home
SteamVR Home does not natively support gamepads as an input.
Repro Steps:
Expected Result: SteamVR Home recognizes and accepts gamepads as inputs. Encountered Result: SteamVR Home does not react to non-VR controller input.
Repro Rate: 5/5
Config Details: Issue is not CPU or GPU bound

SteamVR
SteamVR does not natively support the Steam Controllers as an input.
Repro Steps:
Expected Result: SteamVR Home recognizes and displays any paired Steam Controller in the VR device panel. SteamVR passes Steam controller input to VR applications. Encountered Result: SteamVR Home does not recognize Steam Controllers as an input device.

Config Details: Issue does not appear to be CPU or GPU bound
Build:
The issue was observed to still occur as of SteamVR Beta Build 1.3.16. The behavior remains unchanged as described above.
Tested Hardware: CPU: AMD Ryzen 5 1600X GPU: Nvidia GTX 1080 Ti
The issue was observed to still occur as of SteamVR Beta Build 1.5.6.
The issue is still occurring as of SteamVR Beta Build 1.7.15
Issue - SteamVR does not detect input from the Steam Controller
OS/GPU drivers - Windows 10 stable (17134), Nvidia 398.11
Steam Client/SteamVR Version - Duplicated with both stable and beta of SteamVR
VR Equipment/Software Version - Occurs on all HMDs

Repro Steps -
Expected - User should be able to navigate SteamVR home using the Steam Controller
Encountered - Input is not detected from the Steam Controller in SteamVR Home
Additional notes:
We are adding this issue for the sake of completeness. If the dashboard is activated using a motion controller, the Steam Controller can navigate a small portion of the VR dashboard. The motion controllers pointer must be targeted at the dashboard for this to work.
