SteamVR: In the Controller Binding section in SteamVR Settings, switching between 'Set Up Legacy Actions' and 'Legacy Bindings' reduces buttons' selectable area.

In the 'Controller Binding' section of the SteamVR Settings, if the user attempts to switch between 'Set Up Legacy Actions' and 'Legacy Bindings' will cause the selectable area of several other button to be reduced. The buttons will appear as normal, but the user will be forced to click on a specific area of the button to select it, while clicking elsewhere on the button will have no effect.

Repro Steps:

1. Launch SteamVR.
2. In the SteamVR Overlay, Select SteamVR Settings.
3. Open the Controller Bindings menu for any application.
4. Select relevant HMD from Current Controller section.
5. In the 'Setup Legacy Actions' menu of the 'Edit' menu, select 'Legacy Bindings'.
6. Attempt to select "Add Chords, Add Action Poss, Add Haptics, Publish to Workshop, or Save Personal Binding" buttons. Observe that the selectable area has become small and no longer matches the button visual.

Note: Selecting 'Edit' again will correct the issue.

Repro Rate: 10/10

Expected Result: The user is able to select buttons by pressing anywhere on the button. Actual Result: The user need to find and press a specific point in the button box to select it.
