SteamVR: Using 'Overwatch Mercy' custom controller skin will close Skyrim VR unexpectedly upon launch.

When the user has 'Overwatch Mercy' custom controller skin applied, launching Skyrim VR will cause the application to exit unexpectedly.

Repro Steps:

1. Launch SteamVR.
2. Open SteamVR Overlay.
3. Select Settings, then select Customize.
4. Select Controller, then click on 'Find More Skins' button.
5. Select the 'Overwatch Mercy' custom controller skin (or see Notes for a direct link) and subscribe in the skin's workshop page to make it available for use.
6. Return to 'Customize' menu and apply 'Overwatch Mercy' skin.
7. Laucnh SkyrimVR. Observe that the title closes unexpectedly without any error message.

Expected Result: Skyrim VR launches gracefully regardless of what custom controller skin is being used. Actual Result: Skyrim VR closes unexpectedly upon launch when the user has 'Overwatch Mercy' custom controller skins applied.

Config Details: The issue occurs across all tested configs and only on Vive wands.
