SteamVR: Chat Icon does not change to VR when launching SteamVR Home #86

Chat Icon does not change to VR after launching SteamVR home.

Repro Steps:

Launch Steam Client Launch into SteamVR Home Notice that the users chat icon does not change to VR

Note: Launching a VR game will change the icon to VR

Expected Result: Chat icon should show the user is in VR while in SteamVR Home

Actual Result: Chat Icon displays the Big Picture mode (controller) icon when the user is in SteamVR Home

Config Details:

Issue occurs across all hardware and HMDs

SteamVR Version: 1.1.4

This issue has also been confirmed to occur on SteamVR Beta Version 1.2.1, across all HMDs and Hardware.

Tested Hardware: CPU: AMD Ryzen 1700, Intel i7 8700K, AMD Threadripper 1950X GPU: Nvidia GTX 1080 Ti, GTX 1080, Radeon RX 580 HMD: Oculus Rift, HTC Vive, HTC Vive Pro

Additionally, we have observed that the Icon that does appear upon launching SteamVR claims that the user is in Big Picture Mode, suggesting this issue may be related to #21.

The issue was observed to still occur as of SteamVR Beta Build 1.3.17.
