Have you tried disabling multicore rendering?
@augenleet I have. It made no difference as far as I could tell.
The same thing is happening to me on an Ubuntu system and I have not found a solution for it yet. What model of card do you have? I'm wondering if this is card specific.

Still present in latest version.
For me this is better but with some graphical options disabled (multi-core rendering, texture filtering)
Yep, still bad for me.
Seems to be fixed.
cl_showfps 1
shows me the game runs at 100-160 FPS, but it stutters a lot. In between stutters, things are smooth, but it seems like every half second the game just freezes for any time randomly between 30 and 3000 milliseconds.This only seems to happen when playing Deathmatch, and not when playing offline (with bots). It also appears to be a lot worse on Dust2 than it is on Office.
Is there any more information I should provide?
