Lag when Steam Overlay open. #1653

Please describe your issue in as much detail as possible:

When you open the steam overlay the frame rate drops dramatically. It goes from 100fps down to 20fps and all the windows lag when you drag them around or click on place in the overlay. When closing it the frame rate goes back to 100fps. I have tried other games like rocket league and it doesn't happen there but happens in counter strike source so maybe it only affects source games.

What should happen is the frame rate should stay at constant and not drop dramatically when steam overlay is opened.

Steps for reproducing this issue:

  1. Open CSGO.
  2. Open Steam Overlay.
  3. Move windows around and observe as they lag.
