[Panorama] Game starts loosing frames, ALT-TAB helps, possible memory-leak

Please describe your issue in as much detail as possible:

I usually have 100-140 fps ingame but it starts to loose frames during playing the game for some time. My framerate usually drops from 120 FPS to 60 generally in 10 minutes of playing. ALT-TABing game helps to get good framerate back but it loses again in short time. I didn't have such problem during panorama-beta test, it appeared after 08/08/18 ( or 08/06/18) panorama release update.

Steps for reproducing this issue:

1. Start new match
2. Fix your framerate
3. Play (5-10 rounds)
4. Ensure your framerate dropped down.
5. Alt-tab game
6. Ensure your framerate is back to normal values (from step 2 approximately)

Update: framedrop also occurs with ScaleformUI enabled.
