This is a really old problem that is present on the CS:GO lobby chat, although it is persistent on the current Panorama UI. When you're about to send a message pressing a key and ENTER to send the message at the same time, without letting ENTER key out, it floods the key message all the way.

Steps for reproducing this issue:

1. Open the chat on the lobby.
2. Try to send a message with a single key (eg: K, J or SPACE) and let ENTER be pressed at precisely same time, without letting ENTER out.
3. Keep spamming and you will crash CS:GO with chat overflow.

It only works on some keyboards :(
