Panorama: GOTV caster volume is not considered on startup

Please describe your issue in as much detail as possible:

When starting up CSGO in linux with Panorama UI during any live league, the live stream will automatically pop up in main menu. However, since I don't care and I don't want to hear a creepy voice talking in menu, I lowered the stream volume in the audio menu. The volume value is displayed correctly, but audio is still at default volume.

Steps for reproducing this issue:

1. Set any value in GOTV caster volume in audio settings menu
2. Start the game during any live casted league
3. Hear GOTV in default value

Because that volume does not come from GOTV it comes directly from Twitch Stream which is directly integrated in Game.
