Steamcmd needs to be online to update. Please confirm your network connection and try again. #3715

Debian 11 5.10.46-4 (2021-08-03) x86_64 I checked for system updates apt-get update & apt-get upgrade sudo dpkg --add-architecture i386 sudo apt-get update sudo apt-get install lib32z1 libncurses5:i386 libbz2-1.0:i386 lib32gcc-s1 lib32stdc++6 libtinfo5:i386 libcurl3-gnutls:i386 libsdl2-2.0-0:i386 apt-get install build-essential

Any attempt to run steamcmd gives an error: Redirecting stderr to '/home/counter/Steam/logs/stderr.txt' ILocalize::AddFile() failed to load file "public/steambootstrapper_english.txt". [ 0%] Checking for available update... KeyValues Error: LoadFromBuffer: missing { (current key: '<!DOCTYPE') in file manifest [offset: 15]

Even though the system is completely clean and just installed. I tried completely reinstalling the system and installing only lib32stdc++6 before running steamcmd, but that didn't help either.

SOLVED just add

2.19.181.11 client-download.steampowered.com 2.19.181.10 client-download.steampowered.com in etc/hosts
