Yes, this is pretty much how my experience has been as well. I would like to add that for me at least it also happens when changing tabs in the menu (like find game, inventory etc..), or when changing players while spectating. Could it be related to loading new objects to be shown on the screen?.
I can start 'offline with bots' just fine and I haven't had issues with freezing, but:
Thing with stuff not rendering: I am having this issue too. Of the maps that I've played today (Cobble, Cache, Inferno, Overpass, Nuke), only Inferno and Overpass seem to have this problem, and it only happens (please don't crucify me over callouts):
On Inferno: all the way from CT spawn to B site. Not including construction. Most of the B spawn is fine. The rest of the map is fine. On overpass: the area between toilets, birthday, connector exit (to mid/toilets), fountain. Also on T entrance to playground/fountain.

This also happens when spectating people, but only on the problematic areas I highlighted above.

I have the same problem on Overpass as @xternal7. Using Linux with Nvidia 367.18 drivers. Video of it in Action on Arch Linux: https://youtu.be/o0V1d7JGpJo
Here is the issue on the video: https://youtu.be/9fl-Ykud3BM But generally short freezes occur all the time after today's update and can't start "Offline with Bots" game.
There was issue filled in about today's update, but issues described weren't quite the same.
