Strange Maximizing/Minimizing when opening/tabbing back into CS #990

When I switch back into CounterStrike, instead of just switching me back into the game like it used too, it now takes a while, appearing to expand and contract between a full screen and a smaller screen. The whole time the screen is black. The whole thing can take up to 7 or 8 seconds.
