[CS:CZ] Bots Radio Sound Loop in other language. #1597

When i play cs:cz with BOTs, it will random and often have bot's radio loop problem. And if it happend once, it keep happend on the BOTs radio after this. It happend after the last [GoldSrc] engine update. In this case, i have tested TChinese, SChinese and Korean.

P.S. It won't happend when using default language (English)

CS:CZ Bots keep repeating radio in Chinese language setting. I don't if there's the same issue in other languages. In Chinese language setting, the radio comes from bots frequently get stuck, which keeps repeating over and over again, until the next time a radio message comes out. I've test English language, seems no such problem. To reproduce the issue, launch the game with "Simplified Chinese" language, and start a mission in Tour of Duty. Play the game for several minutes, there's a high chance you will encounter the issue, as the bots talk frequently.
