No issue with a similar solution and viewpoint has been made addressing and resolving it in the same matter.
@kisak-valve Please link this issue to a corresponding milestone.
PS: is there any resolution on given deadlines for all milestones?
Long time ago there were "public" master servers hosted by valve(?) themselves, why not bring that back now and make the requirements for your server to show up clear? Shit monopolies like GameTrackers wouldn't get as much attention and it would revitalize the game. Server owners would decide to allow/deny old protocol players in and it would be better than having the playerbase fractured and split between a bunch of different master servers as it is now, I'd prefer it over having a list full of 0 players servers which is my experience on steam.
Also I think it's about time Valve clarifies how the hell you get into their master servers. I own the game, got the official HLDS with SteamCMD, port-forwarded on router, allowed port on the firewall, ran the server with both -secure and -master and still can't find the server on the Internet tab anywhere and no way/api to actually check if Steam even got my IP.

I don't see how that would revitalize the game. GameTracker's management is quite shitty, the clean-up of fake servers are realiable on user's reports but the administration is near non-existant. There was an issue (https://github.com/ValveSoftware/halflife/issues/2748) about fake servers

Issue:
I have encountered that in the last couple of years sites like GameTracker rs are making a massive wealth thru adding servers in their Master-Server and allowing them to hold the monopoly (mostly) on player distribution (redirecting). They gained their biggest proportion of clients thru an illegal exploit which was possible a couple of years ago. This exploit could be executed on any pc and created a but load of "servers" which were added to valve's Master-Server (or any other popular at that time) and always the same servers ended up full.
Statement: My point is that there is no room for someone who just started out with their newly unique server to gain players if they do not use sites alike GT rs, which I think is unfair in many ways as well not knowing if they redirect any players at all (sometimes bots) because they simply run out of players too.
Solution: A solution to this issue would be valve disallowing custom Master-Servers or allow only ones who have gone thru a licencing faze , handing permits (and adding) them 1 central department. This would solve the fairness of player distribution, and serve in other good ways as overseeing. Not only allow Valve to gain further wealth with providing their own boost option but primarily not letting server owners be dependable of an third-party which is not overseen, fraudulent and expensive which results in destroying the whole community.
