Switching to another window from HL and then back causes mouse to no longer pan the camera

Since the 25th Anniversary Update, if you switch to another window (e.g. via alt+tab) and then back, the mouse no longer pans the camera. Keyboard still works, you can shoot and you can also interact with menus as normal, you just can't look around in the game anymore until you restart it.

ALT+Enter as a temporary workaround works for me.

It doesn't do anything for me, but I just found out that it works again if you alt+tab away and back a second time.
