[HL25/CS] Server browser bug - can't press Refresh All/Change filters buttons on Internet tab #3600

When I open the Servers window, I get the message "Steam is currently in Offline Mode. Internet games will not be available until you restart steam while connected to the Internet" (when I am in fact online). I can't press the refresh button, but I can refresh the list with F5 button (and it refreshes). But after I refresh it, I still can't press the refresh button OR change filters. Happens in CS and HL (and probably all HL1 based games)

I would like to add to the fact this also happens with the legacy build of the game.
