Can you launch the game with "-glext" in your launch options and paste the output here please.
Also, does it look fine when you are in game, is it just the start menu with the problem?
I have same or very similar problem, ingame the text doesn't print certain characters and console is jumbled. if I launch the game with net_graph 0 in my config and change it to net_graph 3 everything is fine ingame but menu is still busted. http://i.imgur.com/aFdlA9S.png

@alfred-valve it is just the start menu with the problem, sometimes when I play other games and then I turn on cs 1.6, I`m able to see previous game background in the bugged area. that might give you a hint p.s. the bug occurs with -nofbo and without -nofbo

Okay, I see the problem, your driver reported GL_ARB_texture_non_power_of_two support but your card doesn't actually support NPOT textures... Bad driver! I'll have a fix in the next beta.

After latest`s Cs 1.6 beta updates it messed up the game interface even more now it is always like this flickering when I open the game
