Can confirm the NPC jitteriness on moving objects. (Such as Freeman in the tram sequence, the Gman in the tram in Insecurity, and the scientists in the elevator at the end of Insecurity). I last experienced this running the March 29th build on a Windows 7 box.
Here's a video of the NPC jitteriness. It shows up in regular Half-Life as well. http://www.youtube.com/watch?v=7rTYkCebEWY
EDIT: Here it is in regular Half-Life http://www.youtube.com/watch?v=t8JULYptPwo
