Pulsating frame timing. #911

While playing any steam vr game after a seeming random amount of time there starts to be an odd pulsating effect in the "late starts" shown on the frame timing tool of steamVR forcing the fps under 90fps. Three games where I have confirmed results: H3VR, VR exterminator and Blast the past. I've made sure to rule out any possibility of software interfering as I used clean boots and disabled any auto starting program. As well as a .pdf with more screenshots and other undertaken actions. I had written this specifically for the developer for h3vr. He nor anyone he contacted knows is familiar with this problem. H3VR problems.pdf

Could ShareX be an issue if that is a screen capture utility installing some hooks? Have you made sure that triple buffering is turned off in Geforce settings? Also maybe you should install the driver bundle that doesn't include Geforce Experience.

I've tried running steam with as little software running in the background, I didn't have ShareX or Geforece Experience running in the background. Tripple buffering is set to off inside of the control pannle of Nvida. Could try and wipe my nvidia drivers and go for the only driver version.
