Under Steam Input API Mode, the Camera sensitivity in Portal 2 scale is very low- even at higher sensitivity. The Touchpad is where it suffers the most as the default Steam Controller config (and probably the Steam Deck's Touchpad) will require more than 10 swipes to turn 180 degree.
It also affects both Joystick and Gyro to a lesser extent, as increasing the Joystick sensitivity to almost the max should allow you to turn around a bit quicker.
This has been a known issue for like...2-4 Years and has never been fixed. (In fact: it used to be even worse from November 2019 until June 2021)
