Did you make a mistake when opening this pull request? This seems to merge the Mapbase repo into the original Source SDK 2013 repo.

I noticed the PR's description contains a link to a mapbase_schinese.txt file, which appears to be a Simplified Chinese translation of one of Mapbase's localization files.
