add Brooks Universal Fighting Board #24

Brooks Universal Fighting Board is commonly used in custom built arcade hardware and fightsticks.

I own this hardware. I can verify the pid:vid are correct, though the configuration files I'm currently using on my system are the old MODE=0666 style. I can provide dmesg logs if needed.

Realized there was a typo in there where I did 0x12 instead of 0c12. Here's the dmesg output when plugging in the device:
