Download region doesn't works

Please describe your issue in as much detail as possible:

I want to change my Download region to download the game from the server closest to my actual location. But no matter I change Download region, the download server seemed to depend on my IPCountry. I have noticed that the download server can be cache2-hkg1.steamcontent.com and other download server from Hong Kong (my IPCountry), but my Download region is set to China - Shanghai actually.

Steps for reproducing this issue:

1. Launch your Steam.
2. Set your Download region to somewhere but your IPCountry.
3. Download something.

I'm seeing this issue too. I have Denver selected, but I get Washington.

Happens on Pop_OS!, Fedora 38, and Gentoo with a 6.4 or 6.5 kernel with stable arch.

Steam client=beta and stable release.
