I now suddenly have this happen as well on openSUSE and with slower internet connections this is potentially a catastrophic bug that may make the entirety of your library unavailable since multi-day downloads simply may not be feasible without any interruptions for some users, and any interruption may delete everything.
Cyberpunk's Phantom Liberty DLC seems to like to trigger it for me, but then often other updates I try in between will also begin deleting themselves. Deleting all temporary and half-downloaded files will usually fix it but only temporarily.
I filed Steam support ticket HT-9HHC-N2RC-FTPG
in relation to this.
My apologies if this is all caused by some user error on my end, but i haven't found out what it could be.

Is there a timeline for a fix? Seems like a problem when it's not possible to download with no workaround.

most of the times, if steam is downloading a big update and i close steam, when i reopen it the update restarts at the same exact point it started rather than continuing where it was
for example, king of fighters 15 always starts at 40% downloading. One time i was at 98% but had to close, when i reopened steam it restarted at 40% and it's rather frustrating as i am on limited data plan and it's either not that fast to download tons of gbs in a quick time...
