Steam Input Hotbar Menu is not intuitive

The Hotbar Menu virtual menu binding in Steam Input doesn't work. I have tested this with Arch Linux and Steam Deck

Steps for reproducing this issue:

1. Put a Hotbar Menu on a trackpad
2. Attempt to use it

Observed results

Nothing appears on the screen. Neither does the trackpad vibrate to indicate that it's just a visual glitch and something's happening in the background. Basically it doesn't work

The Hotbar Menu should work

Actually the hotbar menu does work but using it is extremely user unfriendly. To invoke the menu you must press down. I get that down is a good way of to dismiss the menu but I there is no reason that just pressin or swiping sideways doesn't invoke the menu.
