SteamCMD getting stuck when starting

Please describe your issue in as much detail as possible:

When starting up SteamCMD with the latest version just released it is getting stuck rather than loading its command prompt. I have tested this on multiple Debian-based servers and they all do the same. Below is the full output and I have all recorded the logs generated using tail. I have been getting many users of my project LinuxGSM reporting issues with steamcmd over the past couple of days.

Possibly related https://github.com/ValveSoftware/steam-for-linux/issues/10975 as looking at the logs I can see Steam> is outputting to stderr.txt

Possibly related to #10972. We've seen issues starting as of a couple days ago as well.
