Hello,
What exactly do you mean by 'not starting'? Is there no GUI at all, or do you get stuck in an infinite Steam logo loading screen before your library appears?
In the latter case, I am facing the same issue and there is a potential cause + workaround. My setup is Tuxedo OS (also an Ubuntu-based distribution), x86-64. In my case, it appears to be caused by Offline Mode: with offline mode enabled, the loading screen never finishes. However, after disabling Offline Mode from outside (by setting "WantsOfflineMode" to 0 in $STEAM_ROOT/config/loginusers.vdf
, following the advice from this thread), the client launched again.

Steam is no able to start/launch since the latest Pop OS Update (Sep17) and Nvidia driver (560) update:

Steps for reproducing this issue:
Flatpak version works but I can't use it because the add additional storage doesn't work.
