Waking up the Deck with a Steam Controller connected through a dongle causes all input to be doubled

Demonstrative video: https://youtu.be/DTgOz1jAsUw If I set the deck to sleep and then wake it up with a Steam Controller, all input is doubled. I have not tested if this holds true for other controllers

Steps for reproducing this issue:

1. Set the Deck to sleep
2. Have a Steam Controller connected to the Deck with its USB dongle
3. Boot the controller so that it wakes up the Deck

Results:

All input is doubled

Expected:

Everything should work like normal
