[General] - Certain SteamOS UI elements don't respond to input when a game is actively running. #11469

Please describe your issue in as much detail as possible:

While a title is actively running, various elements of the SteamOS UI don't respond to input (touch or mouse) preventing the user from interacting with them.

The following elements were found to not function while a game is actively running: Element In-Game Steam Menu Open QAM Open
Volume OSD :x: :x: :white_check_mark:
Screenshot Notification :x: :white_check_mark: :white_check_mark:
Header (Search, Network, Performance, Profile) N/A :x: N/A - The ones within the QAM work

Steps for reproducing this issue:

  1. Launch any title.
  2. Adjust the volume using the hardware + / -, an OSD should appear.
  3. Slide your finger across the volume OSD.
  4. Press Steam to open the Steam Menu and repeat step #⁠2 and #⁠3.
  5. Tap the Search (๐Ÿ”Ž), Notifications (๐Ÿ””), Network (๐Ÿ›œ), Performance (๐Ÿ”‹) or Profile (User Avatar).
  6. Press Steam to close the Steam Menu.
  7. Press Steam + RB.
  8. Tap the Screenshot Taken notification.
