After today's update, Half-Life and CS are both starting with vsync on even though I have a cfg that autoexec's to set it to 0.

I have to set it to 1 then back to 0 in console for it to disable vsync again.

gl_vsync is archived, I bet your config.cfg is overriding it, check your other config files that set it.

I have an empty config.cfg (set to read only), and an autoexec.cfg that executes zp_cs.cfg with all my custom CS settings on startup.

edit: It actually shows gl_vsync 0 in console on startup, but vsync is still on until I toggle it again.
