@BurritoBazooka looks like some of your bug report got lost there. It looks from your gist that you haven’t updated steam.deb & the client recently, please do and report back!
Alright, yeah, that gist is from about ten days ago. I've updated it now - should appear on the same link...
My Steam client and .deb were just updated today.
Notification flashing only works in Unity currently.
...Any plans on bringing it over to other DEs any time soon?
Nothing is certain, but I wouldn't expect it in the near term.

How about that... I searched for an existing bug report before I posted mine (#6676), obviously I didn't find this NEARLY 7 YEAR OLD bug. That's some serious Valve time there fellas!
2023 and my window still doesn't flash - Cinnamon Mint 21.1
Hi, I've had this issue since I first installed Steam on Linux, and assumed it would be fixed if other people have it.
When I get a message in a minimized window, there is no indication on the window's title entry in my shell (it's supposed to flash under normal circumstances, like it does on Windows). This is in GLXDock (which I use most of the time) and GNOME Shell and LXDE (both of which I loaded up to test). I suspect it's a DBus issue, but I use other programs which use this feature correctly (namely XChat). I use Linux Mint 13, here are my specs: https://gist.github.com/BurritoBazooka/4950495
A friend of mine said that the problem disappeared when he installed Steam from USC (not the public repository, but the one where you have to pay $0.00 for Steam). As a Linux Mint user, I do not have access to the 'For purchase' section of USC, unless I change some config files which might mess up the way Mint fetches/updates packages residing in Mint's repositories.
I went on IRC about two weeks ago and asked if anyone had the same problem, and one person said that they do not think that Steam's friends windows are supposed to blink on Linux yet.
