I'm not able to reproduce this. What I did: Start Steam, starts in Linux Games in the Library. Select Garry's Mod and check tooltips on workshop items. Things work. Switch to downloads page (which was empty). Switch back to Linux Games in Library, check workshop tooltips. Still working. Start installing a game (I used Gratuitous Space Battles) and go to downloads page. Switch back to Linux Games in Library, check workshop tooltips. Still working.
Are there other steps to the repro?
Huh...The beta update yesterday must have fixed it somehow. Well, I'm glad. This issue has been bugging me for quite a while now and it wasn't until a few days ago that I finally figured out what was causing them to stop working.

I got it to happen again.
A TF2 update downloaded, I went to the download page, cleared out the completed update, went back to the Library page, and tooltips weren't working. I restarted Steam, went to the empty Downloads page, went back to the library, and tooltips still function.
So, for now at least, it only happens when there's an item on the Downloads page that I clear out.

...Huh. Well I'll be jiggered. This is happening in Windows too. Same reproduction steps: go to downloads screen and back, nothing is wrong; go to downloads screen and close some things, tooltips are gone.

I am able to reproduce this in Windows very simply. (I understand this is Steam-for-Linux, but I dont know where else to report this).
Just to report that this problem is still an issue in the latest version, on Windows 10.
This repo is for Linux bugs and as this appears to not be a Linux bug it's probably not going to get much attention here.
I've noticed that the various tooltips in the Steam Library stop working after navigating to the Downloads page. The tooltips for my Friends and Workshop preview on a game's library page stop working. Tooltips still function on the Activities page and the Friends list window, so it seems to only be on the Library pages.
