Degraded Game Performance Under Big Picture Mode #3209

I've noticed when launching a game from Big Picture Mode that after about 5 to 10 minutes of game play the frame rate drops to exceedingly low levels. That happened with both Portal 2 and Metro Last Light.

I'm currently experiencing this issue in Ubuntu 16.04. I've tested CS:GO and Portal 2, and both games perform significantly worse in BPM compared to desktop mode.

In Portal 2, disabling Multicore Rendering improved performance quite a bit, but doing the same in CS:GO didn't seem to improve it at all.

In Portal 2, I've noticed a bug that I suspect has something to do with this issue. When navigating the Options menu and a tooltip appears, pressing A on the Steam Controller doesn't make the tooltip go away, even though it should. I've found that in order to fix this, I have to use my mouse and click once anywhere on the screen. It's as if the game's window was no longer focused.
