C:S workshop assets won't download on new Linux install #5967

Please describe your issue in as much detail as possible:

I'm subscribed to a large number of assets/mods in Cities: Skylines (C:S). I recently installed a new SSD on my laptop and also installed Steam and C:S on there as well. C:S and all of the DLC downloaded and play fine. However, my subscribed assets and mods from the workshop won't download. Right now in my steamapps/workshop/downloads/255710 folder, all of the folders for the ~9,060 assets are there but remain empty. Every time I try to download them, it preallocates space for 9 minutes and then gives a disk write error, even though this is a new SSD and I've verified that there's no SSD/hardware integrity issues.

Up one folder (steamapps/workshop/downloads) there are ~1,994 .patch files. When I delete these and tried re-downloading, these files come back. The disk write error is always "Update canceled: Failed to write patch state file (Disk write failure) "/home/alborz/.local/share/Steam/steamapps/workshop/downloads/state_255710_255710_1339439093.patch"" or some variant of this with the .patch file being associated with a different asset (1339439093 or another number). The patch file it references never actually exists in the folder, however. Interestingly, these assets are usually from around 22/23 March 2018. I think it tries to download as many assets as it can and then reaches some arbitrary number and refuses to download any futher; it'd explain why the assets are always so close together and why the number of patch files remains nearly constant.

I've attached the workshop_log and the content_log txt files in case they're helpful.

  1. Create new Linux Mint 19.1 partition on a new SSD.
  2. Install steam and C:S on the system above.
  3. Attempt to download the "update" which is the workshop assets.

After weeks of trying multiple things, it decided to download the assets after I ran C:S. Seemed to be completely arbitrary as to when it actually works, but I guess I'll close it for now.
