Friends & Chat: The setting Dock chats to the friends list is not remembered

Please describe your issue in as much detail as possible:

The setting Dock chats to the friends list does not persist after closing Steam by either shutting down/rebooting the machine using GNOME Shell or (sometimes) selecting Exit from the drop-down menu

I'm able to reproduce this issue consistently by stopping the container the program is running within the confines of (I'm using Flatpak Steam).

Steps for reproducing this issue:

1. Start Steam from GNOME's application overview, or run flatpak run com.valvesoftware.Steam
2. Sign in to friends, go into its settings, and toggle Dock chats to the friends list on.
3. Close Steam by issuing the command: flatpak kill com.valvesoftware.Steam and repeat the first step.
