Steam redownloads the same updates every day

Please describe your issue in as much detail as possible:

Every time I launch steam, I download what seems to be the same updates for ~20 games. Most of these don't bother me because they are small, but among them is a 500MB download / 4GB on disk warframe update.

Some other games I've noticed on my download page every day: Risk of Rain 2, Witch it, The Last Spell, Garfield Kart - Furious Racing, Wingspan
