edit: Ubuntu 20.04LTS, not 22.04... damn dates and "muscle memory".

Steam Cloud Fixed showing “Cloud Sync Failure” dialog on game launch when in Offline mode
@WAZAAAAA0, thanks for the update. It's good that it turned out there was another use case where it was easy to reproduce - it wasn't for me because I don't use offline mode (I've got to maintain my sub 1:1 k/d ratio).
Steps for reproducing this issue:
Ubuntu 20.04LTS, up to date. As is steam. Drivers are fine.

"-no-browser" is required because the overlay browser heavily hogs resources i.e. "Open your CPU monitor, watch it. Go to the Store, then click on Library. Watch your CPU monitor. Yeah, you couldn't make it up..."
Just don't be distracted by the last comment, the issue being reported is above.
